Penny Nickerson is a U.S. Representative from Colorado, serving in the 114th and the 115th United States Congress.
Season 5[]
Before running for Congress, Penny was a stay-at-home mother of six.
Penny first appears on Air Force One with President Meyer, who is trying to secure Penny's vote ahead of the tie-break vote to resolve the 2016 election. Penny likes souvenirs and requests Air Force One-branded memorabilia to take home. She mentions that her husband Donald has cancer and is treating it with chemo therapy.
At the White House Christmas party, Penny is swayed by Tom James (who is asking Congresspeople to abstain from the vote) and demands a bigger reward from Selina if she wants her vote. Selina then threatens her by having her administration come to her district in Colorado and "shake it to death like a Guatemalan nanny". Penny is last seen taking items from the Congressional Ball.
Penny's vote helps deliver the state of Colorado to Selina Meyer in the House vote, but Meyer ends up losing the election overall.
